The District is governed by seven directors, one elected from each of the seven divisions of the District and each serving four-year staggered terms. The current members of the Board of Directors of the District are:

Daniel C. Naumann, President - Mr. Naumann represents Division 6, the Pleasant Valley area of the District, to the south and east of Oxnard. He holds a B.S. degree in Agricultural Business from California Polytechnic State University, San Luis Obispo. He is a member of the board of the USDA Farm Service Agency, and he serves as an alternate for the Fox Canyon Groundwater Management Agency. His family established farming operations on the Oxnard Plain in the 1890s and he is currently farming various vegetable row crops. Mr. Naumann's uncle, Robert Naumann, served on United's Board in the 1950s. Continuing the family tradition, Mr. Naumann has been a member of the Board since 1991 and previously served as United's Secretary/Treasurer in 1994-96 and 2008-09. He also served as its President in 2000-01 and as the District's current President and was Vice President in 1997-99.

Lynn E. Maulhardt, Vice President - Mr. Maulhardt represents Division 4, northeast of the City of Oxnard. His family has been farming since 1869 and he is a managing partner of a Ventura County farm. Mr. Maulhardt is active in community water activities and has served as chairman of Fox Canyon Groundwater Management Agency since 1987. He received a B.S. in Physics from Loyola University, Los Angeles, and a M.A. in Management and Human Relations from Webster University, St. Louis, Missouri. He is a Vietnam War Veteran and a commercial airline pilot for a major U.S. airline. Mr. Maulhardt has been a member of the Board since 1985 and served as President from January 1987 to December 1993.

F.W. (Dick) Richardson, Secretary/Treasurer - Mr. Richardson represents Division 1, which includes Piru and Fillmore to Santa Paula. He has a B.S. degree in Agricultural Business Management from California Polytechnic State University, San Luis Obispo and is a Vietnam War Veteran. Mr. Richardson was a member of the Los Angeles Regional Water Quality Control Board and served a four-year term. He is a member of the Fillmore Rotary Club and is a past trustee of the Fillmore Unified School District. His family settled in the area in the early 1900s, establishing farm and ranch operations. For 40 years he has operated Richardson Ranches, a citrus and ranch management operation in eastern Ventura County. Mr. Richardson has been a member of the Board since 1996.
 Sheldon G. Berger - Mr. Berger represents Division 7, which includes portions of the City of Oxnard and Port Hueneme as well as the CBC Navy Base and several unincorporated beach communities. He is the former President of the Arthritis Foundation of Ventura County, Oxnard Jaycees, Oxnard Trade Club, Channel Islands Waterfront Homeowners Association, Association of Water Agencies, and Oxnard Boys and Girls Club. He also served on the Board of Oxnard Harbor Association of Realtors, United Way of Ventura County, Oxnard Chamber of Commerce, Toastmasters International, and the Ventura County Association of Governments. Mr. Berger currently serves as Association of Water Agencies (AWA) treasurer. He also chaired the Ventura County MTBE Committee and was a member of the ACWA State Legislative Committee, ACWA Federal Affairs Committee, and served as ACWA Region 5 Committee Liaison. He has been an Oxnard resident for 38 years and a licensed realtor since 1989. Currently he serves as a trustee on the Ventura County Association of Realtors BOR-PAC Committee. Prior to entering his current career in real estate sales, Mr. Berger was the owner-operator of two electronic retail stores in Oxnard. He has been a member of United's Board since 1983.
Bruce E. Dandy - Mr. Dandy represents Division 5 in northwest Oxnard. He has worked for the City of Oxnard since 1986 in areas of mobile home park rent stabilization, personnel and labor relations, and currently as Accounting Manager in the Finance and Management Services Department. He has also served as Executive Director for the California Junior Chamber of Commerce, Executive Director of the Public Employees Association of Tulare County and General Manager of the Long Beach City Employees Association. Mr. Dandy has long been active in community organizations, including Boy Scouts of America, Muscular Dystrophy Association, Jaycees International and others. He graduated from California State University Long Beach with bachelor's degree in Political Science and from California State University Northridge with a degree in Accounting. He has served on United's Board since April 2003 and as United's President from January 2008 to 2010.

Robert Eranio - Mr. Eranio represents Division 3, which includes a portion of the City of Ventura. He first served on the Board of Directors from December 1998 to November 2000, representing Division 2, and he returned to the Board to represent Division 3, in December 2002. He served as President from January 2008 to 2012. He has worked in hands-on positions in the California water industry since 1986, and holds numerous professional certifications, including a Grade 5 water treatment operator license and a Grade 5 water distribution operator license and he is a cross-control specialist. Mr. Eranio has participated in many local water-related projects, including the City of Port Hueneme's Urban Water Management Plan and Hazardous Waste Collection events, the City of Oxnard's GREAT Program, and numerous Capital Improvement Projects for Crestview Mutual Water Company in Camarillo, where has been General Manager since 1995. He also runs a consulting business specializing in Operations & Maintenance and financial administration for multiple water districts in Ventura County.
Roger E. Orr - Mr. Orr represents Division 2, which includes Santa Paula, eastern Ventura and the towns of Saticoy and El Rio. He is a native of Santa Paula and served in the U.S. Navy during the Vietnam War. He currently serves as President and Manager of Alta Mutual Water Company. Mr. Orr recently previously served on the Board of Fox Canyon Groundwater Management Agency. His grandfather began farming in Santa Paula in the early 1900's and he continues the family tradition as a farmer and farm manager. Mr. Orr is committed to helping United fulfill its mandate of protecting and enhancing groundwater and surface water resources in Ventura County. He has been a member of the Board since 2001 and served as President from January 2006 to 2008.
