The United Water Conservation District (UWCD) is preparing to distribute a new source of water to the PTP system, recycled water. Recycled water is currently produced by the City of Oxnard’s Advanced Water Purification Facility (AWPF) which is municipal wastewater that undergoes microfiltration, reverse osmosis (see Figure 2), ultra-violet light/hydrogen peroxide disinfection, and lime stabilization. The finished water from the AWPF contains very low levels of total dissolved solids (often below 100 milligrams per liter) and meets the recycled water quality standards set forth in Title 22 of the California Code of Regulations. This new source of water is part of UWCD’s strategy to improve drought resilience and to generally improve water quality in the Oxnard Plain groundwater basins.

In order to distribute recycled water into the PTP system (see Figure 3 for map), a Title 22 Engineering Report must be prepared. The Engineering Report will be reviewed by the State Water Resources Control Board (SWRCB) Division of Drinking Water (DDW) and must be approved by the Los Angeles Regional Water Quality Control Board (RWQCB). Since the PTP system is not a dual plumbed system (i.e. constructed with a separate pipeline exclusively for recycled water), all PTP customers will receive the benefit of recycled water once it enters the system. Therefore, the entire system and the areas where water is used must comply with Title 22 requirements (see links below for additional information). UWCD seeks all PTP customers support during this process as it is critical to the success of the program.
