SERVING VENTURA COUNTY

United’s Oxnard-Hueneme Delivery System supplies about 15,000 acre-feet of water per year to several agencies in the Oxnard Plain, including the cities of Oxnard and Port Hueneme, two Naval bases, and several smaller water companies. Those agencies deliver our water to over 215,000 people, most of it treated or blended with other supplies. Each year, thousands of tests are conducted for over 180 constituents that could be found in drinking water.

BOARD OF DIRECTORS

Michael W. Mobley – President
DIVISION 2

Director Mobley represents the area immediately west of Santa Paula, including Saticoy, Nyeland Acres, Strickland, El Rio, RiverPark, and the eastern portion of the City of Ventura. A lifelong resident of Ventura County, Director Mobley owns and operates Progressive Land Management, which provides ranch management and consulting services. He has served on the boards of the California Farm Bureau Federation, Ventura County Farm Bureau (President, 1996-97), Ventura County Ag Advisory Committee, Ventura County Resource Conservation District (Vice President, 2004-2014), Boys & Girls Clubs of Santa Clara Valley (President, 2006-2008), and Fillmore-Piru Citrus Association. Since 2017, he has also served as Chairman of the Board of Directors of the Mound Basin Groundwater Sustainability Agency and is a member of the Board of Directors of the Fox Canyon Groundwater Management Agency. Director Mobley earned a Bachelor of Science in Agricultural Management from California Polytechnic University at San Luis Obispo and is a graduate of the California Agricultural Leadership Program. Director Mobley was first appointed to the UWCD Board in July 2013. His current term expires December 1, 2020.

Bruce E. Dandy – Vice President 
DIVISION 5

Director Dandy represents northwest Oxnard. He retired from the City of Oxnard in October 2013, after 27 years as an Accounting Manager and Personnel and Employee Relations Manager. He also served as Executive Director for the California Junior Chamber of Commerce, Executive Director of the Public Employees Association of Tulare County, and General Manager of the Long Beach City Employees Association. Director Dandy has long been active in community organizations, including the Oxnard Chamber of Commerce, Boy Scouts of America, and Jaycees International. He graduated from California State University, Long Beach, with a bachelor’s degree in Political Science and from California State University, Northridge, with a degree in Accounting. He has served on the UWCD Board since April 2003 and was most recently re-elected in November 2016. His current term expires December 1, 2020.

Sheldon G. Berger – Secretary/Treasurer
DIVISION 7

Director Berger represents portions of the City of Oxnard and Port Hueneme as well as the Naval Construction Battalion Center Port Hueneme and several unincorporated beach communities. A resident of Oxnard for more than 38 years, Director Berger has been a licensed realtor since 1989 and serves as a Trustee on the Ventura County Association of Realtors BOR-PAC Committee. Currently serving as Treasurer for the Association of Water Agencies (AWA), he has also chaired the Ventura County MTBE Committee and is a past President of AWA. Director Berger has served on the ACWA State Legislative Committee, ACWA Federal Affairs Committee, and as an ACWA Region 5 Committee Liaison. He has been a UWCD Board member since 1983 and was most recently re-elected in November 2016. His current term expires December 1, 2020.

Patrick J. Kelley
DIVISION 3

Director Kelley represents a large portion of the City of Ventura. He has eight years of experience as a dairy nutritional consultant and 33 years of expertise associated with agricultural lending. Now retired, Director Kelley is experienced in areas regarding financial analysis, water rights, commodity conditions, and regional land issues. A longtime resident of Ventura, he previously coached youth sports programs and served as President of the Board of Directors for Ventura Tri-Valley Girls Softball. Director Kelley is passionate about managing local water quality, quantity, delivery, and environmental issues. He earned a bachelor’s degree in Animal Science with emphasis in Agricultural Business Management from California Polytechnic University at Pomona. He first served on the UWCD Board from 2000-2002 and was again appointed to the Board in February 2020, filling a vacated seat. His current term expires December 1, 2020.

Lynn E. Maulhardt
DIVISION 4

Director Maulhardt represents the area northeast of the City of Oxnard. He is a managing partner of a Ventura County farm and was raised in a family that has been farming since 1869. Director Maulhardt is active in community water issues and served as Chairman of the Fox Canyon Groundwater Management Agency from 1987 through 2017. He is a Vietnam War veteran and a retired commercial airline pilot. He received a Bachelor of Science in Physics from Loyola University, Los Angeles, and a master’s in Management and Human Relations from Webster University in St. Louis, Missouri. Director Maulhardt has been a member of the UWCD Board since 1985 and was most recently re-elected in November 2016. His current term expires December 1, 2020.

Edwin T. McFadden III
DIVISION 1

Director McFadden represents the eastern part of the District, from the western city limit of Santa Paula to the Ventura-Los Angeles County line. Raised on a farm in Orange County, he learned about the municipal side of the water industry by watching his father build and manage Los Alisos Water District. Today, Director McFadden farms 460 acres of citrus and avocados in the Fillmore area. He serves on the California Avocado Commission, the Farm Bureau of Ventura County, the Fillmore and Piru Basins Groundwater Sustainability Agency, and is a member of the Fillmore Rotary Club and the California Agricultural Leadership Program, Class XXV. Director McFadden has been a member of the UWCD Board since 2014. His current term expires December 1, 2022.

Daniel C. Naumann
DIVISION 6

Director Naumann represents the Pleasant Valley area, to the south and east of Oxnard. His family established farming operations on the Oxnard Plain in the 1890s and he is currently farming various vegetable row crops. He serves on the Board of Directors for the USDA Farm Service Agency. Director Naumann holds a Bachelor of Science in Agricultural Business from California Polytechnic University at San Luis Obispo. Director Naumann has been a member of the Board since 1991 and was most recently re-elected in November 2016. His current term expires December 1, 2020.
